22 In-Demand Jobs in Luxembourg Now Open to Foreign Workers in 2025

Luxembourg has officially unveiled its 2025 list of high-demand occupations open to foreign professionals, as the country continues to address critical labour shortages across key industries.

The list, published in the Journal Officiel du Grand-Duché de Luxembourg, outlines 22 occupational categories now eligible for streamlined hiring procedures—aimed specifically at non-EU/EEA workers.

The government says the move is part of broader efforts to ease workforce gaps and sustain economic growth in sectors where local labour supply remains insufficient.

Easier Access for Third-Country Nationals

Foreign professionals whose roles appear on the shortage list will benefit from simplified administrative procedures.

These include an accelerated issuance of labor certificates—typically within five working days—and a fast-tracked work visa application process.

Luxembourg-based employers also stand to gain from reduced bureaucracy. The National Employment Agency (ADEM) will support recruitment efforts, making it easier for businesses to find qualified candidates in roles that have proven difficult to fill locally.

Who Qualifies?

The shortage list spans several sectors including finance, healthcare, IT, engineering, and social work. Notable examples include:

  • Nursing and patient care (e.g., psychiatric nurse, home care nurse, nursing assistant)
  • Finance and banking (e.g., risk analyst, internal auditor, financial engineer)
  • IT and tech (e.g., full-stack developer, cybersecurity analyst, cloud architect)
  • Engineering and R&D (e.g., automation engineer, biotech engineer, renewable energy researcher)
  • Legal and social professions (e.g., lawyer, tax specialist, early childhood educator, social worker)

The full list comprises job titles grouped under occupational codes such as Aircraft Maintenance (I1602), General Nursing (J1506), and Financial Analysis and Engineering (M1201).

Occupations Dropped from the 2024 List

While the updated list introduces new opportunities, it also marks the removal of certain roles that no longer qualify as shortage occupations. These include:

  • Financial Market Management
  • Psychology
  • IT Systems Consulting
  • HR Development
  • Roofing Installation
  • Production Engineering
  • Operational Equipment Maintenance

According to ADEM, these changes reflect an improved match between local job seekers and employer needs in those fields.
