The independent Makin Report highlighted Welby’s failure to pursue investigations into claims of physical and sexual abuse by John Smyth, a volunteer at Christian summer camps in the 1970s.

Background of the Abuse Allegations

John Smyth, a prominent figure in the Christian community, was accused of severely abusing boys at camps run by the Iwerne Trust, a charity he was involved with. These abuses reportedly occurred during the 1970s and 1980s, when Smyth took boys to his home and physically assaulted them. Despite a 1982 internal report detailing the abuses, no actions were taken by the trust, the church, or the schools involved, and Smyth was allowed to leave the country.

 Welby’s Career and Resignation

Educated at Eton and previously working in the oil industry, Welby was ordained in 1992 and became the senior prelate of the Church of England in 2013. His resignation came after “a profound sense of shame” over the church’s historical safeguarding failures. Welby stated he took “personal and institutional responsibility” for the failures during his tenure.

The Impact and Aftermath

The Makin Report accuses Welby of likely knowing about Smyth’s actions earlier than he claimed, which he denied, stating he had no knowledge of the allegations before 2013. Smyth’s abusive actions continued after he moved to Zimbabwe and then South Africa, where he died in 2018. The scandal has deeply impacted the victims and stained the Church’s reputation, prompting calls for institutional change.

Potential Successors

The Crown Nominations Commission manages the process of finding Welby’s successor and proposes candidates to the UK Prime Minister. Potential successors include Stephen Cottrell, the current Archbishop of York; Sarah Mullally, the Bishop of London; and Helen-Ann Hartley, the Bishop of Newcastle, among others. This scandal and Welby’s resignation may influence the choice of a new leader, possibly paving the way for the first female Archbishop of Canterbury.
