ICPC Probes Egypt Properties Allegedly Linked to El-Rufai

Nigeria’s anti-corruption agency, the Independent Corrupt Practices and Other Related Offences Commission (ICPC), has reportedly uncovered several high-value real estate assets in Egypt, allegedly connected to Nasir Ahmad El-Rufai. This discovery increases scrutiny around the former Kaduna State governor amid ongoing investigations.

According to sources, the properties are estimated to be worth billions of naira and were reportedly acquired between 2021 and 2023. The Cables reported villas located in Arabella Estate and Banafsik Estate in New Cairo typically sell for between $1 million and $1.3 million.

Apartments in Cairo Festival City, on the other hand, are priced at roughly $500,000 per unit.

Anti-graft agency officials have identified at least six high-value real estate assets related to the investigation. This is as part of a broader inquiry into alleged financial misconduct during El-Rufai’s time in public office.

Expanding corruption probe

This development marks a new chapter in the ICPC’s investigation into the former governor’s financial activities. Earlier this year, the commission confirmed that El-Rufai was detained in connection with the ongoing investigation. However, authorities did not immediately provide specific details about the allegations.

In February, ICPC officers searched El-Rufai’s residence in Abuja. They seized documents, electronic devices, and other materials believed to be relevant to the inquiry.

A statement from the commission’s media office at the time confirmed his detention. It stated that the former governor was being held in connection with investigations.

Properties allegedly traced abroad

Investigators are examining ownership records and financial transactions associated with the Egyptian properties. These include luxury villas and apartments in upscale neighborhoods.

Some assets are reportedly located in gated residential communities in Cairo and its surrounding areas, as per reports from investigators familiar with the case.

Anti-corruption officials suspect the properties may have been purchased through intermediaries or shell companies. This is a tactic often scrutinized in cases involving alleged illegal transfers of assets abroad. Authorities are working to determine whether public funds were used to buy the properties, according to sources.

El-Rufai pushes back

El-Rufai has challenged the investigations, suggesting that the probe may be politically motivated. In comments reported by Nigerian media, he claimed his decision to remain silent during questioning was intentional.

He asserted that he would address the allegations through legal means instead of public discussions.

The former governor has also approached the Federal High Court in Abuja to seek an injunction preventing anti-corruption agencies from freezing his bank accounts or seizing his assets while investigations are ongoing.

The probe occurs at a politically sensitive time for El-Rufai, a notable figure in Nigeria’s politics. He served as governor of Kaduna State from 2015 to 2023. Before that, he held several federal positions, including serving as Minister for the Federal Capital Territory.

The ICPC has yet to confirm details about the alleged Egyptian assets publicly. Legal experts note that establishing ownership or beneficial control over foreign assets is often complex. Typically, it requires cooperation from international authorities and financial institutions.

Presumption of El-Rufai’s innocence

As of this report, no official charges related to the alleged Egyptian properties have been announced publicly. Nigerian law presumes individuals innocent until proven guilty in court, and investigators indicate that the inquiry is ongoing.

For now, the ICPC continues to review financial records and property documentation to determine whether the assets were lawfully acquired or connected to potential corruption.
