3 Times State of Emergency Have Been Declared in Rivers State Since 1999

Rivers State, one of Nigeria’s most politically charged and economically significant states, has found itself under emergency rule multiple times since 1999. Each declaration came in response to severe crises ranging from political instability to security threats that left the federal government with no choice but to step in.

With President Bola Tinubu’s recent decision to suspend Governor Siminalayi Fubara and the Rivers State House of Assembly members, many are reflecting on past instances of emergency rule in the oil-rich state. Below, we take a look at the times Rivers State has been placed under a state of emergency from 1999 till date.

2004 – The political crisis under Governor Peter Odili

In the early 2000s, Rivers State was at the center of intense political rivalries that escalated into violent conflicts. Cult groups and militias, some allegedly backed by politicians, engaged in deadly clashes that destabilized the state.

The situation became so critical that former President Olusegun Obasanjo had to intervene.

In 2004, he declared a state of emergency, suspending the governor and other elected officials. A military administrator was appointed to take charge, and security forces were deployed to restore order. The emergency rule lasted for several months, after which governance was returned to civilian authorities.

2013 – Rising insecurity and militant activities

By 2013, Rivers State had become a hotspot for militant activities, kidnappings, and politically motivated violence. The crisis deepened under Governor Rotimi Amaechi’s tenure, with clashes between different political factions and increased attacks by armed groups. 

The federal government, under President Goodluck Jonathan, declared a state of emergency in certain local government areas of Rivers to curb the unrest.

Security forces launched operations to dismantle criminal hideouts and restore peace. Although full emergency rule was not imposed across the entire state, the federal government’s intervention significantly altered the political and security landscape.

2025 – Tinubu declares emergency rule amid political crisis

The latest declaration of a state of emergency in Rivers came in 2025, following a prolonged political battle between Governor Siminalayi Fubara and other key political figures in the state. 

The crisis, which had been building since 2023, escalated to a point where President Bola Tinubu deemed it necessary to suspend the governor, his deputy, and the House of Assembly.

Citing security concerns and governance paralysis, Tinubu appointed a retired naval officer, Admiral Ibokette Ibas, as the interim administrator. The move sparked debates across Nigeria, with some questioning the necessity of the emergency rule, while others saw it as a step to prevent further chaos.
