Djibouti Joins NASA’s Artemis Accords to Boost National Space Ambitions

Djibouti has officially become the 72nd country to sign the Artemis Accords, marking a strategic expansion of the Horn of Africa nation’s nascent space ambitions and increasing the number of African signatories to eight. The agreement, signed at NASA Headquarters in Washington, establishes a framework for cooperation in civil space exploration and the sustainable use of outer space.

The signing ceremony featured Nabil Mohamed Ahmed, Djibouti’s Minister of Higher Education and Research, and NASA Administrator Bill Nelson. By joining the coalition, Djibouti aligns itself with a growing international consensus on best practices for space activities, including the public release of scientific data, the registration of space objects, and the de-confliction of activities on the lunar surface.

NASA Administrator Bill Nelson stated that the addition of Djibouti reinforces the global commitment to ensuring that space exploration remains transparent and peaceful. The Accords are grounded in the 1967 Outer Space Treaty and serve as a non-binding set of principles designed to guide the Artemis programme, which aims to return humans to the Moon and eventually facilitate missions to Mars.

Djibouti joins a list of African nations that have already committed to the framework, including Nigeria, Rwanda, Ghana, Egypt, Senegal, Angola, and Sierra Leone. This trend highlights an increasing interest across the continent in leveraging space technology for domestic economic and environmental development. For Djibouti, the move follows recent tangible investments in its domestic space capabilities, including the launch of its first satellite.

Strengthening Djibouti’s Position in the Regional Space Economy

The decision to join the Artemis Accords comes less than a year after Djibouti successfully launched its first satellite, Djibouti 1A, in November 2023. The nanosatellite, developed in collaboration with the University Space Centre of Montpellier (CSUM) in France, was designed to collect real-time data from climatological and seismic stations across the country. This data is critical for the nation’s efforts to manage water resources and monitor environmental changes in an increasingly arid region.

Minister Nabil Mohamed Ahmed noted during the signing that the partnership with NASA provides a platform for Djibouti to enhance its scientific capacity and train a new generation of engineers and researchers. The government has expressed a long-term interest in transforming the country into a regional hub for space data and satellite technology, capitalising on its strategic geographic location and stable infrastructure.

The economic implications of space participation for African nations are significant. According to the 2023 African Space Industry Report, the continent’s space economy is projected to grow to over $22 billion by 2026. By participating in international frameworks like the Artemis Accords, smaller nations can gain access to technical expertise and potential investment from established space powers and private sector actors.

Beyond lunar exploration, the Accords encourage the sharing of Earth-observation data, which is vital for emerging economies. Djibouti’s ministry has previously highlighted that space-based data is essential for the country’s “Vision 2035” economic blueprint, which seeks to modernise the national economy and reduce vulnerability to climate shocks.

The signing also signals a diplomatic alignment in the high-stakes arena of international space policy. As major global powers like China and Russia develop competing frameworks for lunar exploration, the expansion of the Artemis Accords suggests a consolidation of international standards led by the United States. However, for Djibouti, the immediate focus remains on the practical application of space technology to solve terrestrial challenges.

Following the formalisation of the agreement, Djibouti and NASA are expected to begin discussions on potential areas of technical cooperation. This may include educational exchange programmes and the integration of Djiboutian research institutions into broader international scientific networks. The next milestone for the nation’s space programme will be the full operationalisation of its satellite data processing centre, which is intended to serve both national and regional scientific needs.
