Kaduna State ministries have officially commenced their presentations for the 2027 fiscal year, marking the start of the state’s formal budget defence process.
Hon Muktar Ahmed Monrovia, the Commissioner of Planning and Budget, stated that the 2027 Appropriation bill will maintain a heavy focus on human capital development. The state intends to direct its primary resources toward the agriculture, health, and education sectors to facilitate socio-economic stability and long-term growth.
The commencement of these sessions ensures that every ministry’s financial request is vetted against the state’s actual revenue projections and broader developmental goals.
Focus on human capital and fiscal discipline
Speaking during the opening of the 2027 Expenditure and Revenue Budget Defence on Wednesday, Monrovia indicated that the government’s priority remains the improvement of living standards through targeted sectoral investment. The commencement of the 2027 expenditure and revenue budget defence allows the Ministry of Planning and Budget to scrutinise the financial needs of each ministry and ensure they are realistic and aligned with the state’s development roadmap.
The emphasis on agriculture is a strategic move to bolster food security and support the livelihoods of rural populations, which are significant contributors to the state’s economy. By prioritising this sector, the government aims to enhance agricultural productivity, improve supply chains, and stimulate local markets across the state.

Following debate and approval by the assembly, the budget will be sent to the Governor for final assent and signing into law.
