Ogun State and DP World sign $7bn maritime infrastructure MoUs

The Ogun State government and DP World MEA FZE have signed Memoranda of Understanding (MoUs) valued at over $7 billion to develop the Gateway Deep Sea Port and the Ogun State Blue Marine Special Economic Zone (SEZ).

The agreement between the state government and the global logistics firm covers the construction of a high-capacity maritime terminal and a dedicated industrial zone designed to enhance trade and manufacturing capabilities in Southwest Nigeria. The partnership aims to expand the state’s infrastructure to support large-scale international shipping and industrial processing.

The development of these facilities is expected to shift the logistics landscape in the region, providing a strategic alternative to the currently congested ports in Lagos. By establishing the Gateway Deep Sea Port and the Blue Marine Special Economic Zone, the project seeks to create a seamless link between maritime arrival and industrial production.

Development of Gateway Deep Sea Port and Blue Marine SEZ

The Gateway Deep Sea Port is designed to accommodate modern, large-capacity container vessels that require deeper draughts than currently available at many Nigerian ports. This infrastructure is intended to reduce the turnaround time for vessels and lower the cost of doing business by providing direct access to a modern deep-water terminal.

Complementing the port, the Blue Marine Special Economic Zone will serve as an industrial hub. SEZs in Nigeria are typically designed to offer various fiscal and regulatory incentives to attract foreign direct investment, including tax holidays and streamlined customs processes. The Blue Marine SEZ is expected to host manufacturing, processing, and logistics companies that can leverage the proximity to the deep-sea port for efficient export and import operations.

DP World, a company headquartered in Dubai, brings extensive experience in managing smart port terminals and integrated logistics supply chains across the globe. Their involvement in the Ogun project suggests an intent to implement advanced technology in port management and cargo handling within the state.

Ogun State has established itself as a major industrial corridor in Nigeria, hosting a high concentration of manufacturing plants. The integration of a deep-sea port and an SEZ aligns with the state’s long-term strategy to move beyond basic manufacturing into more complex industrial value chains, such as agro-processing and heavy manufacturing.

The $7 billion investment scale reflects the massive capital requirements for deep-water maritime infrastructure and the supporting industrial ecosystem. While the MoUs outline the framework for cooperation, the projects will require detailed environmental impact assessments, technical feasibility studies, and the finalisation of specific investment structures before full-scale construction begins.

The state government and DP World are expected to move into the next phase of technical negotiations to define the specific timelines for the commencement of works and the allocation of land for the SEZ.
