Tinubu appoints former DSS chief Yusuf Bichi as NISS chairman

President Bola Ahmed Tinubu has appointed the former Director-General of the Department of State Services (DSS), Yusuf Bichi, as the chairman of the Governing Board of the National Institute for Security Studies (NISS) in Abuja.

The appointment, which transitions the former intelligence chief into a strategic oversight role, was confirmed in a statement released by Lilian Omo-Odigwe, the Director of Coordination and Liaison at the National Institute for Security Studies.

Bichi, who previously led Nigeria’s primary domestic intelligence agency, will now preside over the board responsible for the institute’s administrative and strategic direction. The NISS serves as a critical training and research hub for security professionals, high-level civil servants, and policymakers across the country.

NISS role in Nigeria’s security architecture

The NISS is tasked with conducting research and providing specialized training designed to address the evolving security threats facing Nigeria. These include insurgency, banditry, kidnapping, and emerging cybersecurity challenges. By appointing a veteran from the intelligence community, the presidency is positioning the institute to better align its research and training modules with practical national security requirements.

During his tenure as Director-General of the DSS, Yusuf Bichi managed domestic intelligence operations and provided critical security briefings to the federal government. His move to the NISS Governing Board places him at the head of an institution that bridges the gap between field-level security operations and high-level national security policy.

The Governing Board is responsible for the institute’s overall management, including the approval of annual budgets, the establishment of training standards, and the implementation of long-term research objectives. The board’s decisions influence the quality of capacity building for senior officers and government officials who manage Nigeria’s internal security apparatus.

Located in Abuja, the NISS remains a central component of the nation’s security infrastructure. It provides the intellectual foundation for security strategies, ensuring that policymakers are equipped with evidence-based research to tackle complex socio-political and security issues.

The appointment follows a series of adjustments within Nigeria’s security leadership as the Tinubu administration seeks to strengthen institutional capacity. Bichi’s assumption of the chairmanship is expected to be formalised following an official inauguration ceremony, the date of which has yet to be announced by the institute.
