Nigeria’s electoral commission says it has strengthened the technology that will underpin the 2027 general election, but the real test will not be whether BVAS machines switch on. It will be whether the entire chain from voter accreditation to the final declaration of results can withstand manipulation, human error and technical failure.
The Independent National Electoral Commission says its Bimodal Voter Accreditation System and INEC Result Viewing Portal have been upgraded following the controversies that surrounded the 2023 presidential election.
Adedayo Oketola, Chief Press Secretary and Media Adviser to INEC Chairman Joash Amupitan, said recently that the commission’s technological framework had been “safeguarded against manipulation” ahead of 2027. He pointed to improvements recorded during elections in Anambra, the Federal Capital Territory and Ekiti as evidence that the system is becoming more reliable.
But describing an electoral system as protected against manipulation is a high bar.
INEC’s latest changes address some weaknesses that have historically created opportunities for disputed results. They do not eliminate every risk surrounding Nigeria’s elections.

What Has INEC Changed in BVAS?
The biggest change is happening at polling-unit level.
Under the system INEC outlined in February, a presiding officer must still complete the polling-unit result sheet, Form EC8A, and upload an image of it to IReV.
But the officer must also enter each political party’s scores directly into the BVAS device.
That creates an additional digital record against which the paper result can be checked.
INEC says BVAS then runs internal validation tests. Total votes entered cannot exceed the number of accredited voters, the figures must be mathematically consistent and cases of over-voting are automatically flagged and cannot be finalised through the system.
This matters because one of the oldest vulnerabilities in Nigerian elections emerges after voters leave the polling unit.
INEC Chairman Joash Amupitan has acknowledged that the biggest threat is increasingly the collation of results, rather than voting itself.
By connecting accreditation numbers with party scores, INEC is attempting to make it harder for inflated results to pass through the system unnoticed.
Consider a polling unit where BVAS accredits 300 voters.
A result claiming 600 valid votes should trigger an immediate inconsistency rather than move normally through the process.
That is considerably stronger than relying solely on officials further up the collation chain to detect the problem.

But Is BVAS Really Manipulation-Proof?
Not yet.
Technology can reduce certain types of electoral abuse without eliminating the broader risks surrounding an election.
BVAS primarily authenticates and accredits voters. It does not itself count the paper ballots that determine how voters voted.
IReV, meanwhile, allows polling-unit result sheets to be uploaded for public inspection. It provides transparency, but it is not simply an electronic national scoreboard that automatically determines the winner.
Human beings remain involved.
Officials conduct polling. Ballots are counted physically. Form EC8A is completed. Figures are entered into devices. Results move through collation levels. Security personnel protect election materials, while party agents and observers monitor proceedings.
Every one of those stages matters.
So the more accurate question is whether technology can make manipulation harder to execute and easier to detect.
The new BVAS validation system appears designed to do precisely that.
Why 2023 Still Hangs Over IReV
INEC’s biggest challenge ahead of 2027 may be trust rather than technology.
During the February 2023 general election, polling-unit results from the presidential election did not upload immediately to IReV as INEC had promised, even while results from the National Assembly elections held on the same day were being uploaded.
INEC blamed a technical glitch.
The failure became one of the most controversial aspects of the election and fed disputes over the credibility of the process. Courts ultimately held that the failure to use IReV as expected did not, by itself, invalidate the presidential election.
But legally surviving an election petition and earning public confidence are different tests.
Amupitan said in March that the technical problem that affected 2023 had been eliminated, arguing that INEC has learned the importance of stress-testing election technology before national deployment.
“The glitch is eliminated,” he said, while promising that the commission intends to deliver a much smoother system in 2027.
That claim will face scrutiny because a presidential election operates at a radically different scale from an off-cycle governorship election.
Technology that performs well across one state must still handle simultaneous election activity across thousands of polling units nationwide.
Do Recent Elections Support INEC’s Confidence?
There is evidence of improvement, although the picture is not flawless.
During the June 2026 Ekiti governorship election, Yiaga Africa said it observed strong BVAS performance, early deployment of election officials and improved administration.
More importantly, Yiaga’s independent Process and Results Verification for Transparency exercise found INEC’s official result consistent with ballots counted at observed polling units.
That provides outside evidence supporting some of INEC’s confidence.
But another observer organisation found problems.
The Centre for Democracy and Development reported incidents of BVAS malfunction that temporarily disrupted accreditation at several polling units in Ekiti. It also documented procedural problems, although it described the overall election environment as generally peaceful.
Both findings can be true.
A system can perform well overall and still fail in individual locations.
The question for 2027 is whether those isolated failures remain isolated when INEC scales its operations nationwide.
Can Technology Solve Nigeria’s Biggest Election Problems?
Only some of them.
BVAS can make voter impersonation substantially harder through biometric authentication.
The new validation controls can make mathematically impossible results more difficult to enter.
IReV can allow journalists, political parties, observers and citizens to compare photographed polling-unit results with figures later announced.
But none of those technologies can stop every form of electoral misconduct.
Vote buying, intimidation, violence, compromised officials, logistical failures and interference during physical electoral processes require different solutions.
INEC itself has identified vote trading as a serious threat ahead of 2027. Oketola has described vote buying as turning elections into a “transactional marketplace.”
And even strong technology depends on the people operating it.
That means institutional accountability may ultimately matter as much as software.
The Real 2027 Test Is the Audit Trail
For voters, the strongest system is not one that simply asks them to trust INEC’s technology.
It is one that allows manipulation to be detected.
A credible 2027 architecture would make it possible to trace the same result through the process: voters watch ballots counted at the polling unit, agents receive copies, the result sheet appears on IReV, BVAS records the figures within accreditation limits, and those numbers remain consistent as they move through collation.
The more independent records that must match, the harder it becomes to change one number without creating evidence of the alteration elsewhere.
That is the real value of the changes INEC is introducing.
The commission has improved its technological safeguards and recent elections provide evidence that parts of the system are performing better.
But declaring BVAS and IReV safe from manipulation before the country conducts another nationwide general election goes further than the evidence can yet establish.
For 2027, Nigerians will judge INEC less by what it says its technology can do than by whether every polling-unit result can move from ballot box to final declaration without unexplained gaps.
The technology may be stronger.
Now INEC has to prove the process is too.
