Nigeria’s health-tech sector faces a systemic bottleneck as the proliferation of digital health applications outpaces the development of the underlying data infrastructure required for interoperability.
While the country has seen a surge in startups offering telemedicine, pharmacy delivery, and appointment scheduling, these services largely operate as isolated silos. This lack of “plumbing”—the backend technical standards that allow different systems to communicate—prevents the seamless exchange of patient records across providers.
The current ecosystem is characterised by a surplus of “front-end” solutions. Many startups have focused on building user-friendly interfaces and office-based services, yet they lack a unified framework to share critical clinical data. This fragmentation means a patient’s medical history remains trapped within the specific app or clinic where the data was first captured.
In practice, this creates significant inefficiencies. When patients move between different healthcare providers, they are often required to undergo duplicate tests or manually provide medical histories, increasing costs and the risk of clinical error.
Industry observers argue that for the sector to mature, investment must shift from creating new consumer-facing apps to building the core infrastructure that supports data mobility.
Technical Standards and the Interoperability Gap
The primary technical hurdle is the absence of widespread adoption of global data standards, such as HL7 FHIR (Fast Healthcare Interoperability Resources). These standards provide a common language for electronic health records, enabling different software systems to exchange information accurately.
Without a mandated national standard, Nigerian health-tech companies build proprietary databases. This creates “vendor lock-in,” where healthcare providers find it difficult to migrate their data to better systems because the formats are incompatible.
Addressing this gap requires more than private sector innovation; it necessitates a coordinated regulatory effort. The Federal Ministry of Health and other regulatory bodies are central to establishing a National Health Information Exchange (HIE) framework. Such a framework would act as a central switchboard, allowing authorised providers to access a patient’s unified record regardless of which platform was used to record the data.
The World Health Organization has long advocated for digital health strategies that prioritise interoperability to improve health outcomes and system efficiency. In Nigeria, the lack of such a strategy has left the burden of integration on individual startups, many of whom lack the capital or incentive to build bridges to their competitors.
Beyond the technical specifications, there are significant concerns regarding data privacy and security. The implementation of a national data plumbing system would require rigorous adherence to the Nigeria Data Protection Act to ensure that sensitive medical information is not compromised during transit between platforms.
For investors, the shift toward infrastructure presents a different risk-reward profile. While consumer apps offer faster user acquisition and visible growth, the companies building the “plumbing”—API layers and data exchange platforms—could become the essential utilities of the Nigerian healthcare system.
The long-term viability of the health-tech boom depends on whether the industry can move past the “app phase” and enter an infrastructure phase. Success will be measured not by the number of health apps available on the Play Store, but by the ability of a doctor in one city to instantly access a patient’s verified medical history from another.
The next critical step involves the government establishing clear, mandatory data standards for all licensed health-tech providers to ensure that the digital boom results in actual clinical improvement.
